VPNs, proxies, Tor and iCloud Private Relay are often grouped together because all can change how your traffic appears on the internet. They are not interchangeable. The useful question is: which traffic are you trying to protect, and from whom?
What each tool does
A VPN creates an encrypted tunnel between your device and a VPN server. Websites normally see the VPN server's IP address, while your local network and ISP see an encrypted connection to the VPN provider.
A proxy usually forwards traffic for one application or protocol. Encryption is not guaranteed unless the proxy protocol itself provides it.
Tor routes traffic through multiple relays. It is designed for anonymity rather than speed and is best used through Tor Browser.
iCloud Private Relay is an Apple privacy feature for supported Safari traffic. It is not a full-device VPN and does not replace a VPN for every app.
